Massetts Road accessibility issues

Marco is disabled and can't get home because people keep blocking the pavement on Massetts Road in Horley.
Please can people park more considerately for our disabled, elderly and young families with buggies.
It is actually illegal to park across a pavement.
I'm writing to Surrey Police and Surrey Highways to ask them to enforce this better.
Sadly, Highways initial response to Marco was to ask him to take photos instead of enforcing it properly themselves.
