Chris asks former OBR chairs about the volatility of their forecasts

I asked the previous OBR Chairs today whether I was being harsh to describe their productivity forecasts as “finger in the air.” The volatility of these forecasts have created significant challenges for policymakers. The £16bn downgrade before the last budget was fairly arbitrary in its timing yet drove much of the political debate around the government’s performance.
