Chris refers Surrey County Council to Ombudsman

Today Al Pinkerton and I have formally complained to the Local Government and Social Care Ombudsman (LGSO) on governance, misrepresentation and systematic maladministration at Surrey County Council. In recent weeks I have been meeting with the LGSO on conduct issues by Local Authorities on Special Educational Needs and Disabilities.
